San Sebastián (Donostia) defies the usual Spanish property logic: a city of just 187,000 people with per-square-meter prices that rival Madrid's most expensive neighborhoods. The world's highest concentration of Michelin stars per capita, La Concha beach (regularly voted Europe's best urban beach), and Basque cultural pride create demand that far exceeds supply in this geographically constrained city.

Where Madrid spreads outward along metro lines, San Sebastián is hemmed in by mountains and sea. There is essentially no new land to develop, making existing stock the only game. Old Town apartments with partial sea views command prices that would buy spacious flats in Madrid's Chamberí or Salamanca.

Both cities benefit from excellent public services (Basque Country's autonomous spending powers fund superior infrastructure), but Madrid offers the career and social opportunities of a capital city that San Sebastián simply cannot match. The AVE high-speed train, when completed, will connect San Sebastián to Madrid in about 2.5 hours, potentially making the Basque city viable for some remote workers.
